Strengthening LMI through capacity building

Former Director of the Bureau of Local Employment and Deputy Director General of the Technical Education and Skills Development Authority Virgilio Guillermo serves as the Resource Speaker on DOLE-NCR’s Labor Market Information Analysis and Report Writing for the Public Employment Service Offices of NCR.
 
 
Providing labor market information is one of the three pillars of employment together with career guidance and referral and placement. Through labor market information, the other two pillars come to life through analysis and cascading of pertinent information to fellow duty-bearers and various stakeholders.
 
As labor market information fuels the implementation of the employment programs and services, the Department of Labor and Employment - National Capital Region held a three-day capacity building on Labor Market Information Analysis and Report Writing to the 17 Public Employment Service Office of NCR. Virgilio Guillermo, former Director of the Bureau of Local Employment and Deputy Director General of the Technical Education and Skills Development Authority served as the Resource Speaker.

In the welcome remarks of Atty. Sarah Buena S. Mirasol, Regional Director, delivered by Atty. Erwin N. Aquino, he emphasized the importance of the partnership between the DOLE and PESO. He also underscored the importance of LMI in policy making and service delivery as well as the LMI’s contributions in the career development of the workforce as it enable them to have an informed path during and after their engagement in the academe.
   
Director Guillermo refreshed the participants understanding of the PESO mandates including the provision of LMI. He also discussed processes of deriving employment statistics, types of labor market information, and labor market intelligence. He also highlighted the employment solution matrix to better explain the relationship between the labor market and the existing policies and practices in the grassroots.
 
Participants present their local data during the break-out sessions.
 
During the break-out sessions, the participants were asked to present their local data together with its analysis wherein most of the economic and employment generators comes from the services sector. Notable in the presentations are the growth in employment under the BPO sector and the retail trade. Manufacturing on the other hand, fared well in the CAMANAVA area while Construction is present in almost all the localities due to the Build, Build, Build initiative.
 
The participants also presented their practices on employment facilitation such as the two NCR PESO grand slam winners; PESO Quezon City and PESO Valenzuela. Other PESOs vying for the Search for Best PESO attentively listened to the lectures and sharing for benchmarking and possible replication of the systems. The new PESO Managers and their respective staff expressed their appreciation to their new learnings as it will enable them to perform their duties more efficiently.
