Mass Information Drive on New Contracting Rules Underway in Manila

The DOLE-NCR, through its Manila Field Office (MFO), conducts a mass information drive on Department Order (D.O.) No. 174, for principals/clients, contractors, unions, and other stakeholders throughout the City of Manila for the months of April and May 2017.

Since the issuance of D.O. 174-17, otherwise known as the “Rules Implementing Articles 106 to 109 of the Labor Code of the Philippines, As Amended”, the MFO has conducted a total of nine (9) orientation seminars covering ninety-one (91) employers, twenty-six (26) labor unions, forty-four (44) contractors and sub-contractors, and two hundred and twenty (220) participants.

Department Order 174-17, issued by DOLE Secretary Silvestre H. Bello III, reaffirms the Constitutional and statutory right to security of tenure of workers; applies to all parties in an arrangement where employer-employee relationship exists; and absolutely prohibits labor-only contracting, and specifies other illicit forms of contractual employment arrangements.

It also allows only permissible contracting and subcontracting as defined; re-enforces the rights of workers to labor standards, self-organization, collective bargaining and security of tenure; and requires mandatory registration of contractors and subcontractors and provides clear procedures for cancellation of registration.

MFO Director Ma. Corazon M. Pepito led the conduct of the said seminar-series, warmly welcoming the participants, and facilitating the open forum.                            Mr. Jeremiah Carlos, D.O. 174-17 Focal Person, served as the resource speaker in all the seminars.
