Engaging the Management and Workers through Inter-Agency Forum

The implementation of Republic Act 10533 or the Enhanced Basic Education Act of 2013 aims entails changes in the education system of the country. From the former 10 years of basic education an additional two years was added for Senior High School to put the education system at par with the international standards and produce globally competitive graduates. The implementation of said law likewise caused changes in the Higher Education’s workforce.

On 21 October 2017, the Department of Labor and Employment – Bureau of Local Employment spearheaded the conduct of K to 12 Labor and Management Forum at the OZ Auditorium, Adamson University; to disseminate relevant information on the interventions being provided by the Government in softening the impact of the implementation of said Law. Members of the Education Industry Tripartite Council attended said forum as well as the displaced Higher Education Institutions’ personnel.

In the Welcome Remarks of DOLE-NCR Regional Director Henry John S. Jalbuena, delivered in his behalf by Mr. Ryan Roberto E. Delos Reyes, Sr. LEO of EPWW, an emphasis on the role of the Department in maintaining industrial peace through protection and promotion of workers’ rights and welfare by implementing various programs and services was highlighted. The participants were also encouraged to actively participate in the discussions so as to fully understand the interventions being provided and be guided in its implementation.

The representatives of different agencies presented their respective Office’s interventions such as DOLE’s K to 12 Adjustment Measures Program, CHED’s Development Grants, DepEd’s Green Lane, and TESDA’s TWSP. The participants showed their interests through their queries that concerns their continuing enhancement through scholarship programs; labor rights and employment; work immersion of students under K to 12; and qualifications under vertical alignment; among others.

The forum is part of the series of activities in coordination with other duty bearers and stakeholders to promote the provision of mitigating measures to address the concerns relative to the implementation of K to 12.
