Benchmarking the Jobstart Philippines Program on Davao City

The JobStart Philippines Program, a youth employment facilitation project of the Department of Labor and Employment is now being rolled out to several strategic cities in the country. With the passage of the Republic Act 10869, otherwise known as the JobStart Law of 2016, the implementation of the project will be mainstreamed in the regular programs of both the DOLE and the Public Employment Services Office. As such, Several strategies were conducted by the implementers to enhance its implementation.

The Department of Labor and Employment - National Capital Region (DOLE-NCR) PAPAMAMARISAN Field Office and PESO Mandaluyong conducted a Benchmarking and Sharing of Best Practice on the Jobstart Philippines Program Implementation on 17-21 October 2017 at Davao City and Tagum City, respectively. The participants, headed by Director Leonides Castillon Jr. and Ms. Emma Javier spearheaded said initiative. The staff from PESO Mandaluyong, Papamamarisan FO and Technical Services Support Division- Employment Promotion and Workers Welfare were warmly welcomed by the DOLE ROXI Regional Director Raymundo Agravante.

The activity provides the participants several strategies to ensure the successful implementation of the full employment cycle facilitation of Jobstart Philippines Program Ms. Rogeneth P. Llanos, Tagum PEESO Manager, shared that the strong support of the LGU to the program, establishment of regular partnership agreements with local employers, regular coordination with with DOLE FO and RO Offices, forging partnership with TESDA and TVIs are the main reasons for Tagum City’s successful program Implementation.

For her part, PESO Davao OIC Lilibeth Pantinople added that massive information dissemination campaign, tapping local regional tv station and local newspaper contributed much in realizing their objectives of the program and its provisions to various stakeholders in the program implementation.

Completing the study tour was the group’s visit to Hon. Sarah Duterte, mayor of Davao City. The courtesy visit enabled the participants of going views from the local chief executive of her plan and programs for her locality.
