DOLE-NCR Prepares for D.O 183-17

The Department of Labor and Employment – National Capital Region (DOLE-NCR) prepares for the implementation of Department Order No. 183, series of 2017 or the “Revised Rules on the Administration and Enforcement of Labor Laws Pursuant to Article 128 of the Labor Code, as renumbered”, which replaced the Labor Laws Compliance System (LLCS) and Department Order No. 131-B, series of 2016.

The new Department Order will govern the rules and procedure of Routine Inspections (RI), Complaint Inspections (CI) and Occupational Safety and Health Investigations (OSHI) consistent with the Visitorial and Enforcement Powers of the Secretary of Labor and Employment.

As part of the agency’s efforts to continuously capacitate the Labor Inspectors for better implementation of Labor Standards Laws, an orientation was conducted last Nov. 21, 22 and 23, 2017 at the DOLE-NCR Field Offices. This was in coordination with the Bureau of Working Conditions (BWC) through Senior Labor and Employment Officer (SLEO), Engr. Kristine Carol Soriente. She served as resource person, along with Technical Support Services Division - LRLS Chief Nelia M. Mungcal.

The Labor Inspectors were given a walk-through of the processes under Department Order 183, series of 2017 for better familiarity and to address perceived issues that may arise at every step. The orientation served as opportunity for Labor Inspectors to clear gray areas and clarify concerns regarding its implementation.

Department Order No 183, series of 2017 was issued on October 18, 2017 and was published on October 21, 2017 in Philippine Star. It took effect fifteen (15) days thereafter, or on November 5, 2017.
