Intervention and Commitment: DOLE-NCR at the Labor and Management Forum

Providing relevant information on the interventions to be given to the personnel of the Higher Education Institutions (HEIs) affected with the implementation of the Enhanced Basic Education Act is seen as one of the key approaches in mitigating the impact of the K to 12 Law. The law intends to reform the basic education of the country with the additional two years as senior high school wherein secondary level students are exposed to different career tracks and at the same time, empower them through competency building for efficient school to workplace transition.

On 20 and 22 November 2017, the Bureau of Local Employment (BLE) and other stakeholders spearheaded the conduct of Labor and Management Forum in two major Higher Education Institutions in NCR namely: Lyceum of the Philippines University, Manila; and Trinity University of Asia, Quezon City. DOLE-NCR, being the prime region with the largest stake in the implementation of K to 12 joined the activities.

In the Opening Message of Regional Director Henry John S. Jalbuena, delivered in his behalf by Mr. Ryan Roberto E. Delos Reyes, Sr. LEO of the Employment promotion and Workers Welfare Division, he emphasized on the need for such activity to come to a common understanding of the initiative on educational reforms and to promote the interventions being provided to affected workers. He also encouraged the attendees to actively participate so as to ensure a fruitful outcome of said activity.

For its part, the Department’s representatives Atty. Marisa Garcia of the Bureau of Labor Relations and Ms. Grace Baldoza of BLE presented the basic labor rights and the DOLE-AMP K to 12 respectively. Atty. Marisa explained the workers’ rights as provided in the Labor Code and salient features of the MORPHE Law to make certain that the affected workers’ welfare will be better understood and guaranteed. Ms. Baldoza on the other hand, discussed the provisions of DO 177-17 that expanded the coverage and provision of assistance to the affected workers of HEIs.

During the Open Forum, a healthy exchange of opinions as regard the provision of interventions by the Government was observed which were duly noted and responded by the resource speakers to ensure better understanding of the programs being offered. Many of the concerns elicited from the participants centered on their alignment with their teaching loads and their choices of interventions from the concerned Government agencies.

The conduct of Labor and Management Forum is part of the initiative reach out to the HEIs and its workers to arrive with a common understanding of the measures being implemented by the Government relative to the implementation of K to 12.
