Valenzuela City TIPC: DOLE-NCR’s partner in SEnA
 
The Valenzuela City thru the Workers Affairs Office (WAO) takes pride as the only city in the National Capital Region (NCR) that conducts SEnA since it was deputized by a joint memorandum signed by the then, Regional Director Atty. Alan Macaraya and City Mayor Sherwin Gatchalian in 2012. 
 
In 2017, the Valenzuela City WAO facilitated 323 Requests for Assistance (RFAs): 214 (or 66%) of which were settled, 88 (or 27%) unsettled, while the remaining 21 (or 7%) is still ongoing.
 
Valenzuela City TIPC (VCTIPC) also serves as an ally of DOLE in conciliation-mediation by adopting the Single Entry Approach (SEnA) that caters to establishments within the city. The Tripartite Industrial Peace Council (TIPC) is one of the programs of the Department of Labor and Employment, created to harmonize the relations among the labor, management, and government sectors thru activities such as dialogues and seminars.
 
For issues involving financial claims, and other similar cases, a trained WAO representative conducts a conciliation-mediation thru SEnA while the VCTIPC takes charge on labor disputes leading to strikes by inviting both parties during the regular meetings, allowing both parties to have a dialogue with the management and labor sectors with WAO acting as the Secretariat. Said method became instrumental to preventing three (3) major strikes in the City and recruiting other companies to be part of the said TIPC. 
 
SEnA is DOLE’s administrative approach to provide a speedy, impartial, inexpensive, and accessible settlement procedure of all labor issues or conflicts to prevent full-blown disputes or actual labor cases. Under SEnA, the opposing parties will be assisted by a SEnA Desk Officer (SEADO), a duly-trained and neutral party, by offering advice, solutions, or alternatives to issues arising from labor and employment within the 30-day Mediation-Conciliation period.
