Effective implementation ensured: DOLE-NCR orients partners on SPES

The Special Program for Employment of Students (SPES) is the flagship youth bridging program of the Department that aims to harness the potentials of the youth for the country’s development through employment and skills enhancement. Beneficiaries aged 15-30 are immersed in the actual work so as to familiarize them in real situation and, at the same time, prepare them for their eventual entry to the world of work.

With the amendments made on the SPES Law through the enactment of RA 10917, enhancement on the implementation of the program was realized. Among the amendments made were on age limit, disaggregation of salary between the Local Government Unit (LGU) and DOLE, and documentary requirements, among others.

More than 150 participants attended the SPES orientation. Among the attendees were representatives from the Public Employment Service Office, LGUs, and private establishments. SPES program implementers and other partners also joined the activity which was recently held at the DOLE Labor Governance and Learning Center in Intramuros on 2 February 2018. 

Supervising LEO and Program Manager Rosalinda Pineda of the Bureau of Local Employment (BLE) was tapped as the Resource Person.

Pineda presented the salient points of the new law and its implementing guidelines. She also stressed its standard appreciation to ensure effective implementation of said program.

An Open Forum followed after orientation wherein Pineda responded to queries of the participants regarding the provision of said program to its intended beneficiaries. Among the prominent queries were on the schedule of shifts, time records, salaries, and submission of documents for the processing of payment. A healthy exchange of comments and inputs were realized as she was assisted by OIC-Chief Aurora E. Halcon of TSSD-EPWW as well as Senior LEO and SPES focal person, Lydia I. Talavera. 

Also in attendance were Leila R. Legayo, Angel C. Santos, and their counterparts in the six DOLE-NCR Field Offices.

The orientation advocacy is part of the initiatives of DOLE-NCR to promote a unified understanding of the new guidelines for efficient provision and implementation of the program. END / Ryan Roberto Delos Reyes / IMSD-LCO-2018-02 / PRF18-05
