Championing a cause—inclusive growth for PWDs

Persons with disabilities (PWDs) are one of the vulnerable sectors in the country. Together with the senior citizens and indigenous people, the concerns of PWDs are oftentimes sidelined, leaving them with a notion of being neglected or left behind. 

Such impression is being transformed in a steady and positive manner.

The Department of Social Welfare and Development – National Capital Region and the National Council for Disability Affairs (NCDA) held the Capacity Building for the Regional Council for Disability Affairs and First Quarter Meeting at the Extremeli Suites in Parañaque City, on 6-9 February 2018. 

The activity was attended by members of the council composed of national government agencies, local government units, and non-government organizations. 

Miguel Limon of NCDA conducted a simulation activity on the online submission of reports as to the interventions provided to the sectors followed by a learning session from Genie Chavez of the Philippine Coordinating Council for Inclusive Development (PCCID). Chavez highlighted the current situation of the sector relative to the provision of appropriate responses in times of disasters. 

A representative from Hapi Haus Donut shared an advocacy through an inspirational talk to increase the business interest of the participants. 

Other participants were given an opportunity to highlight accomplishments of their respective agencies and organizations. 

In attendance were Senior LEO Ryan Roberto Delos Reyes of the Employment Promotion and Workers Welfare (EPWW) Division. He imparted DOLE’s accomplishments relative to providing assistance to PWDs.

“A total of 180 beneficiaries of the ‘Tulong Alalay sa Taong may Kapansan’ were given livelihood assistance amounting to P1,705,855.00,” said Delos Reyes. He also presented other interventions such as the labor inspection to verify an establishment’s compliance with PWD accessibility and certification of establishments employing PWDs for tax incentives.

After the presentations, a healthy exchange of opinions and ideas during the plenary were conducted to elicit views for policy enhancement and program implementation. 

Delos Reyes lauded the efforts of the participants and the agencies they represented in his closing remarks.

“This activity surfaced our limitations that concerns the provision of our programs and services. However, it should not be viewed in that perspective; instead, it should be looked at as a continuing commitment on the part of the duty-bearers to ensure the welfare of the sector,” he said.

The activity is part of the Incheon Strategies, which aims to accelerate actions to promote disability inclusive development and implementation of the Convention on the Rights of Persons with Disabilities in Asia-Pacific. END / Ryan Roberto Delos Reyes / IMSD-LCO-2018-02 / PRF18-09
