RTIPC opens 2018 with adoption of two tripartite resolutions

MALATE, MANILA—On its first quarter meeting for 2018, the DOLE National Capital Region – Tripartite Industrial Peace Council (DOLE-NCR-TIPC) did not waste time acting upon tripartite recommendations arising from series of consultations with local tripartite industrial peace councils (TIPC) and industry tripartite council (ITC) social partners. 

After the Tripartite Technical Executive Committee (TTEC) had favorably endorsed NCR Construction ITC (CITC) resolutions on 22 February 2018 (subject to further discussion at the regional level), the Regional TIPC (RTIPC) ratified the DOLE-NCR-TIPC Resolution No. 01, series of 2018 or also known as “A Resolution adopting Construction ITC Resolution numbers 03 and 04, series of 2017, requesting the Occupational Safety and Health Center to pursue Safety Orientation and other Free Training Programs for construction workers” on 13 March 2018.

With the aim of instilling a culture of safety in the construction industry in NCR, the RTIPC adopted the “Resolution requesting the Occupational Safety and Health Center (OSHC) to conduct daily One Day Safety Orientation for Construction workers” (DOLE-NCR CITC Resolution No. 03, S. 2017). Said resolution followed after the NCR-CITC acknowledged that only a small percentage of construction workers have undergone the required safety orientation and that very few scheduled orientations are held by safety training organizations, sometimes, at a substantial cost. 

The RTIPC also approved DOLE-NCR CITC Resolution No. 04, series of 2017 or also known as “An Urgent Resolution calling upon the Department of Labor and Employment thru the Office of the Secretary to pursue the free training programs of the Occupational Safety and Health Center (OSHC) for the benefit of construction industry workers”, in recognition of the need to equip construction workers with the necessary skills and competencies to excel in a rising industry. Among the free training programs that the Council proposed includes (1) Construction Occupational Safety and Health (COSH); (2) Basic Occupational Safety and Health (BOSH); (3) Training of Trainers (TOT); One Day Construction Safety Orientation (CSO); and (4) Scaffold Safety, Erection and Dismantling.

The first quarter RTIPC meeting also paved way for the presentation and discussion on Administrative Order No. 32, series of 2018 or the “Operational Guidelines of the National and Regional Tripartite Monitoring Body on the Application of International Labor Standards, in particular Inter Labor Organization (ILO) Convention on Freedom of Association and Protection of the Right to Organize”.

A learning session on termination of employment followed after said activity.
