NCR domestic workers celebrate ‘Araw ng Kasambahay’ with DOLE
Having an extra hand to do the house tasks is an open relief to all households, particularly in the National Capital Region where both space and time are considered as luxuries. It enables the “master of the house” or “amo” to focus on their work and get some extra time for leisure activities. Indeed, having a "kasambahay" or a household help can be considered advantageous as it gives them time to focus on their priorities.
In recognition of the works and contributions of the Kasambahay, the Republic Act 10631 or the Batas Kasambahay, was enacted in 2013 to protect the rights and guarantee the privileges of the household helpers. For the first time, the law recognizes the domestic workers as similar to those in the formal economy.
It is in this premise that DOLE-NCR held the "Araw ng Kasambahay" on 18 May 2018 at the DOLE-Bureau of Labor Relations in Intramuros, Manila. More than 70 participants joined the activity including the domestic workers, trainees, and members of the Association of Licensed Private Employment Agency of the Philippines (ALPEAP).
The activity was spearheaded and facilitated by the Employment Promotion and Workers Welfare Division (EPWW) of DOLE-NCR.
In the opening message of Regional Director Henry John S. Jalbuena, delivered in his behalf by EPWW OIC-Chief Aurora E. Halcon, she emphasized the significance of having the right perspective towards work that should be coupled with perseverance. She also added the importance of adhering to the tenets of the Law such as the provision of mandatory benefits and the humane treatment of the domestic workers.
Participants were given information on the Batas Kasambahay, benefits of being a Pag-IBIG member, work ethics and values, and skills development. During the orientation, the attendees actively participated in the discussions particularly the members of ALPEAP on issues concerning the Kasambahay contracts, Barangay database, and benefits.
Jocelyn F. Ramos, a former Kasambahay, shared her experiences in working as a domestic helper and narrated her hardships and measures she took to succeed in life. At present, she owns the Dauson Employment Agency, a testament to her hard work and achievement. “Mas nagiging malapit pa kayo sa mga anak nila kesa magulang kasi kayo ang laging kasama,” Ramos said to stress the role of a kasambahay that borders being a parent and friend to her wards. She continued, “mas maswerte kayo kesa sa mga amo nyo dahil na-eenjoy nyo ang bahay nila, sila hindi!”, a comment that brought smile on the faces of the participants upon realizing the depth of her words.
Halcon discussed the work values and ethics and centered her presentation on the skills needed by the domestic workers, values that needs to be honed, and the determination to achieve a specific goal. In closing, she also reminded the participants to perform well in their roles. "Magtrabaho kayo ng mahusay at dapat may puso sa ginagawa n’yo dahil kung ganun, mas magaan ang mga gawain n’yo", said Halcon.
The activity was held to commemorate the signing of the Batas Kasambahay’s Implementing Rules and Regulations on 9 May 2013. END / Ryan Roberto Delos Reyes / IMSD-LCO-2018-05 / GNMY18-04
