DOLE leads inter-agency dialogue with construction industry
 
METRO MANILA—The Department of Labor and Employment - National Capital Region (DOLE-NCR), through its Regional Director, Atty. Ana C. Dione, CPA, held a dialogue with other government agencies concerned to discuss matters on regulating the various facets of the construction industry on Friday, July 24.
 
Present on the said meeting were Assistant Regional Director Tiburcio L. Canlas of the Department of Public Works and Highways - National Capital Region (DPWH-NCR), Luigi DC Pilarta of the Department of Interior and Local Government - National Capital Region (DILG-NCR), Engr. Fernando S. Guevara of the Professional Regulations Commission - Board of Mechanical Engineers (PRC-BME), Engr. Joji C. Valenciano of the Construction Industry Authority of the Philippines (CIAP), and various officials from the Office of the Building Official (OBO) and Business Permits and Licensing Offices (BPLO) of different local government units in Metro Manila. 
 
Some members of the Construction Industry Tripartite Council (CITC) also participated: Bertie Squire (Mackintosh), Rodolfo G. Abad (Foresight Development & Surveying Company), Oscar Merginio (Monolith Construction & Development Corporation), Manuel S. Canlapan III (San R Mining & Construction Corporation), and Manolito A. Somera (Activate Builders). Said CITC members were given an opportunity to participate in the dialogue and raise parallel concerns uniform in the industry.     
 
 
Construction Industry Practices
 
During the meeting, DOLE-NCR Senior LEO, Engr. Fylene O. Gozon presented statistics of the Certificate of Approval for the Construction Safety and Health Program (CSHP) issued by DOLE-NCR to various construction projects from January 1, 2017 to June 30, 2018. The data covered both the simplified and comprehensive projects, presented according per city.  
 
 
Further discussions centered on the concerns surrounding the construction industry, including the permitting issues and licensing requirements for the contractors and subcontractors, as well as the presence of unlicensed entities in the competition.  
 
The effort is consistent with President Duterte’s mandate to streamline the issuances of permits in all government offices. An inter-agency meeting is just one of the several steps towards improving the country’s overall standing on ‘Ease of Doing Business.’ END / James Oliver Punay
