DOLE-NCR turn-over of leadership in August
RD Jalbuena bids farewell, RD Dione stays, ARD Ramos assumes office

MALATE, Manila—Henry John S. Jalbuena (former NCR-North) assumes directorship at DOLE-CALABARZON while Atty. Ana C. Dione (former NCR-South), stays and takes leadership of the entire operations of DOLE-NCR effective Wednesday, August 1.
 
Known for his strict yet supportive leadership approach, Jalbuena served as DOLE-NCR director since July 24, 2017. During his stint, he ensured strict implementation and enforcement of workers’ rights to security of tenure and promotion of staff welfare and development of employees to become effective and efficient in their respective roles.
 
"I’d like to thank every one of you for supporting me during my stay here at DOLE-NCR," told Director Jalbuena on his last day. "I learned a lot and will make use of the insights gained from this Office to pass on the same guidance at DOLE IV-A," he added. 
 
A certified public accountant, lawyer, and an accomplished public servant with over 33 years of experience at DOLE, Director Dione joined the NCR team in April 2018 to oversee the region's south cluster. Atty. Dione used to be the former director of DOLE-Central Luzon before joining NCR.
 
"Maraming salamat for welcoming me here," said Dione during her first appearance at DOLE-NCR flag raising ceremony on Monday, August 6. 
 
 
‘One NCR’
 
Even with the previous order to split the office into two clusters, Dione and Jalbuena instilled the value of team unity among employees. Both encouraged that the order should not prevent them in performing their duties and responsibilities.
 
"We’re not here to confuse but help one another," stressed Dione during DOLE-NCR's welcome ceremony in April 2018. "Yung division ng NCR to north and south, sa papel lang ‘yon. We are one team in NCR," added Jalbuena.
 
Directors Dione and Jalbuena was instrumental in streamlining the region's major processes to benefit the clients and stakeholders. Among the significant ones include the region's second ISO-certification recommendation in July 2018.

DOLE-NCR also welcomes Atty. Evelyn R. Ramos as one of the new Assistant Regional Directors (ARD) effective August 1, 2018. Before joining the NCR team, Atty. Ramos was the former OIC-Regional Director of DOLE-CALABARZON. She is joining fellow ARDs Atty. Erwin N. Aquino and Atty. Sixto “Popoy” Rodriguez, Jr.
 
 
'More delegated work and process improvements'

Director Dione anticipates continuous improvement in the office, integrating technology on some of the internal procedures and encouraging feedback and ideas from employees.
 
"I'll ensure more delegated work to improve our system. I am open for any suggestions of the office. Make a list. If it entails cost, pag-aralan natin. Tell us kung ano ang dapat gawin. We are all part of the system," said Atty. Dione.
 
Among the latest improvements in the office was the development of an online compliance monitoring system for its labor inspectors to provide real-time reporting mechanism during the actual labor inspection at establishments. END/Hershey Aquino
