DOLE-NCR partners with ILO to capacitate labor inspectors

The Department of Labor and Employment - National Capital Region (DOLE-NCR) conducts capacity-building seminar to its labor inspectors, in coordination with the International Labour Organization (ILO), through its Project Officer, Cerilyn Pastolero, and Consultant, Atty. Benedicto Ernesto R. Bitonio Jr., who also served as resource person, on December 13 to 15, 2018 at the Hive Hotel and Convention Place in Diliman, Quezon City. 

Pastolero started the training and presented ILO’s Labor Inspection Project, along with the Organization’s numerous efforts towards improvement of labor conditions and promotion of decent work.

The first part of the training was led by Atty. Bitonio, Jr., who lectured on various aspects of the labor law, as tailor-fitted to the needs of labor inspectors. He also presented varying scenarios as shown in the latest Supreme Court decisions, keeping the participants abreast with the developments in the field of labor laws, particularly on General Labor Standards. Bitonio, Jr. was a former Chairman of the National Labor Relations Commission (NLRC) and a former Assistant Secretary and Undersecretary at the Department of Labor and Employment (DOLE). After his government service, he served as consultant of international organizations such as the ILO and Asian Development Bank (ADB).

DOLE-NCR Assistant Regional Directors, Atty. Sixto T. Rodriguez, Jr., Atty. Erwin N. Aquino, and Atty. Evelyn R. Ramos, were also present to address all members of the DOLE-NCR inspectorate team with their observations and final instruction on case drafting and issuing of notices of results. Atty. Rodriguez, Jr., a professor of labor law himself, reinforced the module with his own lecture, encapsulating the whole provisions of Book III on Conditions of Employment, in relation to the workers’ right to Security of Tenure.

The module was developed by the ILO in consultation with Atty. Bitonio, Jr. Said module was already used in an executive class comprising of the DOLE regional directors and in previous batches of trainees from other regions. END / James Oliver Punay
