BWC Labor and Employment Officer III, Engr. Gilbert Marquez presented the proposed draft of the Implementing Rules and Regulations of the Republic Act No. 11058 or “An Act Strengthening Compliance with Occupational Safety and Health Standards (OSHS) and Providing Penalties for Violations Thereof,” as well as the proposed amendments on OSHS.

Engr. Marquez noted that the OSHS amendments would incorporate all existing department orders and other issuances on safety and health. The proposed amendments also widened its coverage to include the economic zones, projects, sites, and all other places where work is being undertaken, thus harmonizing regulations with other agencies.

The meeting gave RTIPC members an opportunity to raise questions, opinions, views, and clarifications on the new regulations. With Director Cucueco’s presence, most of the concerns have been directly responded to and have been clarified accordingly.

The body also passed and adopted Resolution No. 2, series of 2018, or the “Resolution adopting Industry Tripartite Council – Plastic Manufacturing Industry Resolution No. 2, series of 2018, identifying the specific functions and jobs that are considered directly related activity in the usual trade or business in the Rubber and Plastic Manufacturing Industry.”

Labor inspection accomplishment for the year 2018 was also part of the agenda, including updates on RTIPC Resolution No. 01, series of 2018, or “A Resolution adopting Construction ITC Resolutions Nos. 3 and 4, series of 2017, requesting the Occupational Safety and Health Center to pursue Safety Orientation and other Free Training Programs for Construction Workers.” END / James Oliver Punay
