The DOLE-National Capital Region in the PAPAMAMARISAN field office (PFO) was able to settle monetary claims amounting to P3,631,809.12 that covered 19 workers who recently sought assistance through Single Entry Approach (SENA) in a report released in September 2020.

Introduced through Department Order 107-10 and later institutionalized through the enactment of Republic Act 10396 in 2013, the SENA is an administrative approach of the labor department that provides a speedy, impartial, inexpensive, and accessible settlement procedure of all labor issues or conflicts to prevent them from ripening into full-blown disputes or actual labor cases.

Any aggrieved worker, group of workers, or employer may file a Request for Assistance (RFA) through DOLE-NCR’s field offices where the employer principally operates.

After receiving the RFAs online, the PAPAMAMARISAN (Pasig, Pateros, Mandaluyong, Marikina, San Juan) field office conducts settlement of all RFAs within 30 calendar days through a virtual conference and verification process following the minimum health standards and protocols stipulated in the DOLE Department Order No. 214-20 to ensure that the issues and concerns of the clients are addressed accordingly. The same process applies to all DOLE-NCR field offices.

Upon reaching an agreement or settlement before the Single Entry Approach Desk Officer (SEADO), the regional office said it would depend on the agreement of both parties of which they are given the option to receive the monetary claims either in cash, cheque, or through a money remittance center.

Labor inspectors Antonia Ang, Imelda Tamayo, Prince Michael Marasigan, and Franco Manlulu III facilitated the virtual conferences and issuances of monetary claims of the 19 workers that have filed RFAs online.

In a report from January 2020 to June 2020 to DOLE-NCR Regional Director Sarah Buena S. Mirasol, the PAPAMAMARISAN field office handled 92 RFAs of which 90.22% (or 83 RFAs) have been settled.

Majority of the concerns lodged at PFO were mostly issues on termination or suspension of employment and closures, retrenchments, redundancies, and temporary layoffs.

Section 14 of the DOLE Department Order 107-10 states that in case of failure to reach an agreement within the 30-day mandatory conciliation period, the SEADO shall issue a Referral to the appropriate DOLE Agency or Office which has jurisdiction over the dispute, or if both parties so agree, refer the unresolved issues to voluntary arbitration.
