Metro Manila, Philippines—The Civil Service Commission (CSC) formally conferred the PRIME-HRM Bronze Award to the Department of Labor and Employment – National Capital Region (DOLE-NCR) on June 8, 2022 at the Luxent Hotel, Quezon City.

Pursuant to CSC Memorandum Circular No. 19, series of 2016, the PRIME-HRM or the “Program to Institutionalize Meritocracy and Excellence in Human Resource Management” Award System celebrates and recognizes excellence in human resource management systems, practices and competencies of government agencies in the four (4) core HRM areas such as: 1) Recruitment, Selection & Placement; 2) Performance Management; 3) Learning & Development; and 4) Rewards & Recognition. Thus, agencies meeting all the Maturity Level 2 indicators in all HRM systems shall be conferred the Bronze Award.

DOLE-NCR was among the 13 agencies in Metro Manila recognized by the CSC regional office in NCR for having successfully passed the PRIME-HRM Level 2 audit requirements.

In her message, CSC-NCR Regional Director Judith Dongallo-Chicano said that it was their first face-to-face awarding since the pandemic. She also lauded all the 13 accredited government agencies for heeding their call to challenge their status quo.

“[W]e have strongly emphasized that going through the process is agency-driven. At ‘pag sinabi nating agency-driven, dapat makita at maramdaman [namin]…that you are committed,” she said.

“[W]e in the CSC are thankful that the 13 agencies…took the chance to challenge the status quo, did not fear revisiting their HR systems and processes, revolutionized the way they did their business, and decided to work hard…to be able to migrate from Level 1—which is transactional—to Level 2 process defined under the PRIME-HRM…” she said.

DOLE-NCR Regional Director Atty. Sarah Buena S. Mirasol and Unit Head of Human Resource Services Luella Abian of the Internal Management Services Division personally accepted the award.

In her acceptance speech, Director Mirasol said it was by far the most difficult endeavor they pursued.

In addition to recognizing the hard work and dedication of their regional and field offices, the DOLE-NCR chief also acknowledged the unwavering support, patience, and guidance of the Commission and the DOLE Central – Human Resource Development Service (HRDS) during the audit assessment process.

“This recognition not only ignited a spark of hope during this unprecedented time—in fact, this accreditation further strengthened our drive to cultivate excellence in the workplace at all times,” she said.

“We assure the Commission of our firm resolve of promoting and advancing our human capital. This Bronze Award is only the beginning and we shall aim for a higher maturity level as we progress!”

In 2020, it can be recalled that DOLE-NCR received the Commission’s Certificate of Recognition for having obtained the PRIME-HRM Maturity Level 2. In 2021, the CSC scheduled the regional office for a virtual assessment and finally announced DOLE-NCR’s accreditation on all HR systems through CSC Resolution No. 2200050 as promulgated on January 18, 2022.
