The Department of Labor and Employment – National Capital Region (DOLE-NCR) conducted the Basic Employment Service Training (BEST) for the newly designated Public Employment Service Office (PESO) managers, Job Placement Office (JPO) coordinators, and Field Offices personnel handling employment facilitation programs and services in the National Capital Region on September 29 and 30, 2022 at the Swiss-Belhotel Blulane, Tomas Mapua St., Sta. Cruz, Manila.

Said training aims to introduce the participants to the concepts, core functions, and specific tasks that every PESO can deliver, which serves as the one-stop-employment services shop that addresses the ever-changing employment needs. Also, it envisions to capacitate participants with different programs, services, and projects that can be implemented by the PESO to ensure the efficient assistance. Lastly, it provides information on other DOLE wage and self-employment programs.

In her message, DOLE-NCR Regional Director, Atty. Sarah Buena S. Mirasol highlighted the essential learning that the participants should have after the training.

“I would like to thank our partners from the Public Employment Service Offices and Job Placement Offices who are here today. There is much to cover on today’s activity, so rest assured you will be equipped by our very capable team from the Employment Promotion and Workers Welfare Division to give you that solid foundation as regards to implementation of DOLE’s employment programs,” she said.

Assistant Regional Director, Atty. Jude Thomas Trayvilla was one of the prominent people who were present in the event. He acknowledged all of the participants and thanked everyone for attending the training.

Senior Labor and Employment Officer and Basic Employment Service Training focal, Ms. Genevieve T. De Castro introduced the Department’s labor rights and standards and discussed their relevance to the PESOs. This aims to provide every participant with a deeper appreciation on the vision and mission of DOLE in relation to the PESO’s mandate.

Senior Labor and Employment Officer Mr. Ryan Roberto E. Delos Reyes discussed the nature of Public Employment Service (PES) in the Philippines and its corresponding legal framework, Labor Market Information (LMI), Career Guidance Program about the biennial review of the LMI JobsFit which features the Key Employment Generators, and Economic Drivers in Metro Manila.

Moreover, the topic on “First Time Jobseekers Assistance Act” (Republic Act No. 11261) discussed by Employment Service Policy and Regulations Division Chief Rosalinda Pineda of the DOLE Bureau of Local Employment (BLE) provided a venue for a clearer understanding on the requirements needed and uniform implementation of the said Act at the PESO level.

Other topics discussed during the two-day training include the Jobstart Program, Government Internship Program (GIP), National Skills Registration Program (NSRP), Job Fair Guidelines (DOLE Department Order No. 113), Special Program for the Employment of Students (SPES), Private Employment Agencies (PEA), DOLE Integrated Livelihood and Emergency Employment Program (DILEEP), Child Labor Prevention and Elimination Program, Worst Forms of Child Labor, and the Statistical Performance Reporting System (SPRS).

Further, this training serves as a way for the PESOs and JPOs to share best practices in their respective areas of jurisdiction about the different services and programs offered. The event concluded with mutual agreement among partners to join hands in helping the constituents and to take part in meeting the Department targets for the calendar year 2022.
