The Department of Labor and Employment – National Capital Region (DOLE-NCR) and the local government units (LGU) in Muntinlupa and Quezon City signed a Memorandum of Agreement (MOA) with their partner Higher Education Institution on October 7, 2021, formally creating the first two Job Placement Offices (JPO) in Metro Manila.

Rule 1, Section 3 of the DOLE Department Order No. 157, Series of 2016, defines JPO as a non-fee charging unit within a Higher Education Institution (HEI) created under a MOA between an HEI and the DOLE that provides employment facilitation services to its students and graduates, and coordinate its activities with LGU’s Public Employment Service Office (PESO).

Earlier that day, DOLE-NCR Regional Director, Atty. Sarah Buena S. Mirasol signed the MOA with the executives of the Pamantasan ng Lungsod ng Muntinlupa (PLMun) and Quezon City University (QCU) in the afternoon together with their respective PESO Managers and DOLE-NCR Field Office Directors having jurisdiction in the area.

Under said MOA, DOLE-NCR through its concerned Field Office and PESO shall provide technical assistance to PLMun and QCU in the implementation of employment facilitation programs and services such as the Special Program for the Employment of Students, Labor Market Information, Referral and Placement, Career Guidance and Employment Coaching, Labor Education for Graduating Students, among others.

In her message, Director Mirasol recognized the role of LGUs and their PESOs in helping the Department in addressing the youth employment concerns through provision of a viable system that will support their school-to-work transition. With the new partnership with PLMun and QCU, she also looked forward to a more holistic approach in the implementation of DOLE’s youth employment bridging programs.

“Apart from our flagship programs for the youth, it is also essential that we continue working together in coming-up with innovative programs for students that are aligned with the new normal,” said Mirasol who also extended her gratitude to PLMun and QCU for helping the government in strengthening the local employment services to promote youth employment.

Likewise, in Quezon City, QCU President, Dr. Theresita V. Atienza; Quezon City Education Affairs Unit Head, Hon. Julienne Alyson Rae V. Medalla; Quezon City PESO Manager Rogelio L. Reyes and Assistant PESO Manager Joe Alex G. Macabulos; DOLE-NCR Quezon City Field Office Director, Engr. Martin T. Jequinto and Labor and Employment Officer Mary Lauren Resulta. The two separate ceremonies were also witnessed by DOLE-NCR Supervising LEO Rey Sanglay and Senior LEO Genevieve De Castro from the Employment Promotion and Workers Welfare Division.
