The Department of Labor and Employment – National Capital Region (DOLE-NCR) was asked to join the “Policy Forum on Proposed Bills, Issuances, and Policies” for the National Commission for Disability Affairs (House Bill 6317, 6962, and 9413) on May 31, 2022 at the Swiss-Belhotel Blulane, Manila. The activity was attended by the officials of the National Council for Disability Affairs, Department of Social Welfare and Development – NCR, Local Government Units of NCR, and Non-Government Organizations.

DOLE-NCR was represented by Mr. Ryan Roberto E. Delos Reyes, Senior LEO and Ms. Allen Rose T. Carreon, LEO II. Delos Reyes is the PWD regional focal person and has represented the Office in various inter-agency activities relative to the sector’s concerns and welfare.

The subject of the activity primarily centered on the elevation of the current National Council for Disability Affairs to a commission. If passed into law, the provisions of the previously mentioned House Bills aim to broaden the mandate of the present NCDA to include regional representation for easy facilitation of programs and interventions to the sector. Also included in the house bills are the composition of the proposed commission and its respective roles and responsibilities.

During the open forum, panelist commented about the provisions of the proposed House Bill, primarily of which is the lack of representation from other national government agencies deemed to be of importance for inclusion as part of the council. As for DOLE-NCR, Delos Reyes mentioned the mandate of the Department relative to the Magna Carta for Persons with Disabilities such as the advocacy campaigns held to promote the rights at work for the sector and the provision of livelihood interventions, among others.

In relation to the provisions of the proposed bills, Delos Reyes reminded the body that the sector’s progress through laws and policies should always be inclusive so as to realize the commitment of the country in making “the Right real for PWDs.” Delos Reyes’ comments were well received by the body including the representatives of NCDA.

The Department through the Tulong Alalay sa Taong may Kapansanan or TULAY has been catering to the needs of the sector through employment facilitation. In 2021, DOLE-NCR has provided assistance to 30 PWD beneficiaries amounting to P408,544.04 for interventions such as sari-sari stores, rice trading, and e-loading.
