An online training on Competency Development on Labor Relations Program was held on July 15-16, 2021 for the 38 employee participants from DOLE-NCR Regional and Field Offices.

As there are newly designated labor relations focal staff in DOLE-NCR, the two-day online training aims to strengthen participants’ capacity towards their effective and efficient implementation on the DOLE’s labor relations policies and programs, such as labor education, conduct of certification election, workers’ organization and development program, tripartism and registration program.

The activity also intends to establish effective coordination and mutual support between DOLE-NCR Labor Relations focal persons and Bureau of Labor Relations (BLR).

Topics covered were: 1) Orientation on DOLE-Department Order No. 40-03 and its Amendments; 2) Concepts and Procedures on Certification Election/Local Election (Rule VI-XII); 3) Registration Process (Rule III-V) – Union Registration, Workers’ Association, Collective Bargaining Agreement; 4) Orientation on Workers’ Organization and Development Program (WODP) – Scholarship and Training Grants; and 5) Tripartism – Legal Basis, Minutes Writing, and Preparation/Drafting of Resolution.

DOLE-NCR’s Technical Services & Support Division – Labor Relations/Labor Standards (TSSD-LRLS) organized the activity in coordination with the Internal Management Services Division (IMSD) and DOLE-BLR.

The training was led by a team of resource speakers from BLR representatives, Atty. Abigail R. Dela Rosa, Ma. Lourdes R. Villafranca, Katrina S. Del Rosario, Rodz Salvador, Roland C. Nobleza and Athena M. Villagonzalo. A video presentation on mock conduct of pre-election conference and election proper was also presented to illustrate how its implemented prior and during the actual activity.

In his closing remarks, DOLE-NCR OIC-Assistant Regional Director, Atty. Russel A. Jallorina advised participants on how to deal with labor disputes, emphasizing further that the ultimate objective of labor relations is industrial peace.
