The City Government of Parañaque’s Public Employment Service Office (PESO) conducted a seminar for the domestic workers on November 11, 2022, at the Parañaque Social Hall and Sports Complex.

The activity was done in coordination with the Department of Labor and Employment – National Capital Region (DOLE-NCR) – MUNTAPARLAS Field Office.

As their resource speaker, MTPLFO senior labor officer, Ms. Genevieve De Guzman explained the legal provisions that aim to protect the rights of Kasambahay workers, including mandatory benefits and the new minimum monthly wage of domestic helpers in NCR per issuance of Wage Order No. NCR-DW-03.

Ms. De Guzman also expounded the rules for recruiting domestic workers as detailed in Republic Act No. 10361, also known as the “Domestic Workers Act.” Said act ensures the protection of both employers and workers starting with the proper pre-employment procedures for domestic workers, where they should receive copies of their employment contracts as well as registration in the local barangays they are engaged with to protect against abuses while under contract. Further, she also stressed that domestic workers, regardless if they are on a live-in or live-out arrangements, are protected under said law, provided that they are either directly hired or under a licensed Private Employment Agency, and shall not be charged of finder’s fees for their hiring.
