On February 19, 2021, the Manila Tripartite Industrial Peace Council (MTIPC) held a webinar on the Department Order (D.O.) No. 221-21 or the “Revised Rules and Regulations for the Issuance of Employment Permits to Foreign Nationals” signed by the Department of Labor and Employment (DOLE) Secretary Silvestre H. Bello III in January 2021.

With the modifications placed by the Department, the MTIPC sought an online learning session on the revised policy to determine the specific changes in the rules and regulations in applying for Alien Employment Permits (AEPs). The member establishments of MTIPC said they want to be guided on the new policy since some employ foreign nationals.

Supervising Labor & Employment Officer Geraldine Labayani of the DOLE – Bureau of Local Employment (BLE) served as the webinar’s resource person. She discussed the Department Order’s changes in the processing period, requirements, permit fees, among others. She also explained each provision of the said Order for the Council’s better understanding of the revised policy.

Labayani clarified that D.O. 221-21 will only be effective 15 days after its publication in two (2) newspapers of general circulation. However, she commended the interest of the MTIPC to have knowledge of the revisions and said “it is best to prepare.”

Meanwhile, MTIPC through its Vice-Chair for Management Dante Dimaunahan thanked the Department for the thorough discussion of the said Order.

The conduct of the learning session on D.O. 221-21 is part of the MTIPC’s implementation of continuous learning sessions in cooperation with DOLE-NCR Manila Field Office.
