Former government intern Rachel Roldan, a 28 year-old Navoteña and a very capable asset of the Department of Labor and Employment – National Capital Region’s CAMANAVA Field Office believes that a job goes beyond paycheck.

“Working in the government is giving the chance to help others especially po sa program na hawak ko na mag-provide ng livelihood assistance,” said Roldan, adding: Ito na po yung opportunity ko to help other people. Sabi nga po sa nabasa kong quote na whenever you are in a position to help someone, do it gladly because God is answering someone’s prayer through you.”

The Government Intership Program (GIP) is an employment facilitation endeavor of the DOLE that helps youth ages 18-30 years old to be exposed in the diverse programs and services of the government; enticing the brightest and best individuals to enter public service.

Roldan started as a beneficiary of the DOLE GIP in 2012. She learned the program from a former classmate in the City of Malabon University – College of Public Administration. While under the program, Roldan was under the direct supervision of former DOLE field office director Andrea P. Cabansag and was assigned to do administrative work.

With her strengths in organizational skills, it did not take too long to see Roldan’s potential. After her third month as a GIP beneficiary, she was promoted as a Job Order (JO) personnel in the same office.

During her tenure as a JO from 2012 to 2017, Roldan assisted former focal persons of the DOLE Integrated Livelihood Program (DILP) in implementing majority of the projects on top of her other duties, which include being a focal person for the National Skills Registry Program and DOLE Rule 1020. At that point, she learned the ropes around the different undertakings of the field office and acquired relevant skills and technical knowledge on implementation of said programs.

With her perseverance to pursue a long-term career in the government, she applied for the regular position of Administrative Assistant III job vacancy in said field office and was considered for the post in year 2018. At that time, she was designated as the focal person for DILP at DOLE-NCR CAMANAVA Field Office.

Despite her low salary grade, Roldan persistently carried out technical works. At present, she solely acts as DILP coordinator for Caloocan, Malabon, Navotas and Valenzuela—a responsibility that used to be entrusted to higher-rank employees. One of her functions also include regular conduct of workshops on the preparation of business proposals for group and individual beneficiaries, coaching sessions with the program recipients on how they can sustain and grow their businesses, and random ocular visits to the business sites to help determine right candidates for the DILP awards. She also prepares all reportorial documents needed for the end-to-end DILP implementation.

Over time, Roldan was able to develop a deeper appreciation for her work, which was observed by her office colleagues and some of the DILP beneficiaries.
“I remember how Ms. Rachel was very enthusiastic in helping us with our livelihood project. She was very hands-on when scouting stores that offer best quality products,” shared Khareen Fami, one of the DILP beneficiaries whom Roldan assisted. “The business would not have been successful without the support of DOLE, especially of hard working employees like Ms. Rachel,” added Fami.

In appreciation for her service commitment, Roldan received a certificate of recognition from the local government units through Public Employment Service Offices (PESO) in Caloocan, Malabon, Navotas and Valenzuela.
“I’m proud to be a former beneficiary of one of DOLE’s programs and it’s time to give back all the blessings I received by way of providing quality service to other beneficiaries. Giving back should not depend on our position nor our salary but on the eagerness to uplift the lives of our clients,” said Roldan.
